But I find it wrong because I should not have to pay a died womens debt. I opted to keep with utility because it has a good service that's my problem.

They will tell you anything to get you to change provider but you will often be left with charges from your old provider that the scammer who called you tells you that you are not liable for. The people who do this job are the lowest of the low. They employ well spoken scum to cheat people and the people who work for them should be ashamed of themselves
