Fast and efficient way of sending money home

I have a transaction dispute (billed twice for one transaction), therefore I can't use my bank account because I sent money in december, but I'm being billed again. The receiver got the money and I have the receipt. But my bank account is being charged again but the money left my account yet it wants to happen again. I disputed this to Wremmit customer service and they said they did receive the money so they don't know why I am being billed twice.
